Membership Criteria
Membership consists of professionals affiliated with public and incorporated private non-profit animal welfare organizations and law enforcement agencies within the state of North Carolina. Membership is open to non-profit 501(c)(3) shelters and rescues, municipal animal welfare agencies, spay/neuter organizations (exclusive of for-profit veterinary clinics), and law enforcement agencies. The membership is an annual general membership with a standard fee established by the NCAF Board. All memberships are subject to the review and discretion of the NCAF Membership Committee.

A membership application must be completed and submitted online.

Individual, Tier 1 Agency, Tier 2 Agency, and Partner members receive:
- Access to Justice ClearingHouse live webinars and on demand training courses
- Reduced fees for NCAF events and training
- Opportunity to engage in bi-monthly membership meetings
- NCAF communications and alerts from a centralized source
- Discounted registration at Carolinas Unite conference
- Networking opportunities with other animal welfare professionals
- Legislative advocacy in the state General Assembly
- Strategic collaboration to share and learn current trends in animal welfare
- Access to potential statewide transfer partners (program under construction)

Membership Levels
Individual – One person $50
State Agency and Partner Organizations
- Shelters and rescues with a brick-and-mortar facility regulated by the Department of Agriculture and have a license issued by the Department of Agriculture *OR* a law enforcement agency or animal control agency that falls under the Sheriff’s Office or Police Department and is responsible for enforcement.
- Foster based organizations that do not have a brick-and-mortar location and do not have a license issued by the Department of Agriculture.
Tier 1
1-50 employees when staffed at full capacity. $135
All employees of the organization can take advantage of membership benefits.
Tier 2
51+ employees when staffed at full capacity. $175
All employees of the organization can take advantage of membership benefits.
NOTE: Organizations will identify up to five members who will represent the organization to receive and share member communications and who will have access to Justice Clearinghouse webinars and on-demand education.
This level also includes members from national organizations that have more than one person residing in the state.
